
In 1974 Talent Delayed Talent Denied: The Culturally Gifted Child, a report from Dr. James Gallagher acknowledged the critical issue of the underrepresentation of minority children in gifted and talented programs in the United States. In this same report, he suggested a number of strategies to address what has come to be known as the "Excellence Gap."

50 years later, thanks to the dedication of Dr. Shelagh Gallagher and grant funding from Z. Smith Reynolds, NCAGT is proud to continue the work of ensuring gifted and talented children from all backgrounds are seen, heard, identified, and receive services.
